Congestion Management Process (CMP) The vision of the CAMPO area Congestion Management Process is to promote the efficient use of the existing and future regional transportation system. The primary goals of the CMS are to manage congestion and enhance air quality through the promotion and coordination of congestion reduction strategies. The Congestion Management Process (CMP) is the program where congestion in the multi-modal, regional transportation system is monitored, evaluated, and managed. The intent of the CMP is to protect the region's investments in, and improve the effectiveness of, the existing and future transportation networks Urban Mobility Report Every year the Texas Transportation Institute studies congestion in the urbanized areas of cities throughout the country. Of all the medium-sized cities studied, Austin had some of the highest levels of congestion and the highest levels of operations treatments which reduce congestion.
